The importance of Safety Management Systems

ICAO and EUROCONTROL have recognised the importance to air transport safety of implementing a Safety Management System. ICAO Annexes 11 and 14 require ATS and aerodrome Safety Management Systems to be in place by November 2003 and November 2005 respectively. EUROCONTROL's Safety Regulatory Requirement 3 (ESARR3) requires all European ATS providers to have a Safety Management System in place by July 2003.

Failure to implement a Safety Management System could result in safety activities not being carried out, being carried out at the wrong time, or being carried out at high cost. This could lead to a reduction in confidence in safety of air transport.

Common Concerns

Praxis High Integrity Systems has been working with ATS providers, system suppliers and airports for fourteen years. Some of the chief concerns we have heard about Safety Management Systems include:

  • How do we ensure we meet ICAO and EUROCONTROL Safety Management standards?
  • How do we cost-effectively introduce Safety Management into our operation?
  • How will we be affected by other ESARRs, including ESARR 4 (which sets a numerical target level of safety for service provision) and ESARR 6 (which will set out Air Traffic Management requirements for safety-related systems, and the primary objectives of which are likely to be based on UK CAA's)?
